Clyde Morris Boulevard (Route 17) from Kingstowne Drive to Woods Road (approximately 0.5 miles).

About the Study
This STARS (Strategically Targeted Affordable Roadway Solutions) study is assessing potential safety and operational conditions for Route 143 (Jefferson Avenue) between Oyster Point Road (Route 171) and J. Clyde Morris Boulevard (Route 17) in the city of Newport News.
This study is intended to identify the operational and safety conditions and propose improvements within the study area that can be incorporated into the Virginia Department of Transportation’s Six-Year Improvement Program (SYIP) and the City of Newport News Capital Improvement Program.
This study will propose alternatives and technical solutions intended to mitigate the safety issues identified, improve traffic operations and alleviate congestion during peak periods.
